CNN —Fighters who had previously fought in Ukraine for the Russian mercenary group Wagner have returned to the battlefield in the east, according to the Ukrainian military. KYIV, Ukraine (AP) — U.S. Secretary of State Anthony Blinken visited Ukraine’s capital Wednesday where he was expected to announce more than $1 billion in new American funding in a display of Washington’s unflagging support for Kyiv’s fight. Blinken arrived in Kyiv for an overnight visit hours after Russia launched a missile attack on the city. On the train journey to Kyiv, Blinken met with Danish Prime Minister Mette Frederiksen, also on an official visit, to discuss the war. After arriving in Kyiv, Blinken laid a wreath at the city's Berkovetske cemetery to commemorate members of the Ukrainian armed forces who lost their lives defending the country. Blinken’s visit comes after some of Ukraine’s allies have privately expressed concern that Ukrainian troops may fail to reach their objectives.

CNN —Ukrainian troops have started firing the cluster munitions provided by the US as part of their counteroffensive against Russia, according to two US officials and another person briefed on the matter. The UK, France, Germany and other key US allies have outlawed the munitions under the Convention on Cluster Munitions, but the US and Ukraine are not signatories to the ban. The US sent the M864 and M483A1 models of cluster munitions, CNN has reported, which the administration said were tested in recent years to ensure they had a lower than 2.35% dud rate. The US decided to send the cluster munitions primarily to help alleviate a potential shortage of ammunition on the frontlines. In March, the United Nations said it had compiled credible reports that Russian forces had used cluster munitions in populated areas at least 24 times.

One was taking control of Ukraine, which he claimed has no right to exist; the other was weakening NATO. Russia’s unprovoked invasion of its neighbor strengthened Ukrainians’ sense of nationhood and led to the expansion of NATO on Russia’s border. Putin can still take some solace in the intense disagreements inside NATO prior to the summit over whether or not Ukraine should be granted membership. There’s a strong case to be made that if Ukraine joins while Russia’s invasion continues, NATO allies could be required to enter the war. The argument that Ukraine should not be allowed into NATO because it would provoke Putin holds little sway.

CNN —Russia is blaming Ukraine for launching a drone attack on Moscow early Tuesday which reportedly left two people injured and several buildings damaged, a rare incident in the Russian capital after months of war. At least three residential buildings in Moscow were damaged by drones on Tuesday, Russian state news agency RIA Novosti reported, citing emergency services and residents. Sobyanin added in a subsequent update that investigators had concluded work at the Moscow apartment buildings hit by drones and that evacuated residents would be able to return to their homes. PHNOM PENH, Cambodia — Fifteen Ukrainian deminers are being trained by experts in Cambodia who are among the world’s best because of experience from clearing the leftovers of nearly three decades of war. The Ukrainian deminers are being hosted by the Cambodian Mine Action Center, a government agency that oversees the clearing of land mines and unexploded ordnance in Cambodia. Cambodia was littered with land mines and other unexploded ordnance after almost three decades of war ending in the late 1990s. Cambodian Prime Minister Hun Sen pledged in a telephone conversation with Ukrainian President Volodymyr Zelenskyy in November to send Cambodian demining experts to help train their Ukrainian counterparts. Several other countries, including the United States and Germany, have already provided Ukraine with demining assistance.

However, the patterns suggest that sexual violence “maybe even more frequent” in territories that were occupied for longer periods, he added, without providing evidence. Widespread or systematic sexual violence could amount to crimes against humanity, which are generally seen as more serious, legal specialists said.
